Response to Flevoland Province memorandum on consideration framework for battery storage

Flevoland Province has published a memorandum with principles for a consideration framework for large-scale battery storage. The RegioTeam Energy Transition, of which ESNL is part, appreciates this initiative, given the important role of energy storage in the future energy system.

At the same time, the proposed approach raises questions, including the legal tenability of certain components, technical feasibility, and the role the province sees for itself in system governance.

In our response, we elaborate on these concerns. We consider the division of roles between governments and network operators, and point out the risk of already steering for system choices while these are still in full development. In addition, we make a concrete proposal to achieve better regional alignment and coordination.
