KEV 2025 is clear: accelerating with renewable is possible, but requires choices now
The Netherlands Environmental Assessment Agency released today on Budget Day the Climate and Energy Outlook 2025 published. The KEV 2025 reaffirms this year what the industry already sees: with current policies, we will not meet climate goals. The prospect of a (nearly) CO₂-free electricity supply in 2035 remains feasible, but the implementation stalled. Without investment security, we lose pace, jobs and security of supply - while affordable, reliable green energy is essential to our economy and strategic autonomy.
To achieve the goals of the National Energy System Program (NPE). to extract, additional policy and budget needed that actually helps onshore and offshore projects toward FID and realization:
- Reserve CfD budget now (from 2027): provide the chain with timely clarity on volumes and budget so that developers, financiers and suppliers can continue to build.
- Temporary bridging scheme for offshore wind: Capture higher capital costs, material costs and market frictions until CfDs kick in so that tenders do not slow down and capacity is preserved.
- PPA Guarantee Fund: Cover counterparty risk and make PPAs bankable. With ± €80 mln to guarantees can ~€4 bln of private investment in solar and wind projects are loosening.
- Make maximum use of large roofs: substantially increase the new rooftop standard (instead of ~15% utilization) so that suitable rooftops are filled to capacity by default. This accelerates renewable generation, reduces space requirements, and relieves the grid via local consumption.
- Take charge of energy storage rollout: anchor the role of energy storage with a concrete storage ambition in programs such as the National Energy System Plan. In addition, make work of a National Energy Storage Program in which agreements are made on tariffs, locations and contracts and fees for storage.
Call: the KEV message is clear. On Budget Day, choose investment security in the energy transition. That's how we keep course toward 2035.
