New net retail tariff system: what does it mean local energy storage?
Grid operators today submitted a proposal for a new time-dependent grid tariff system that is expected to apply to households and small businesses with a connection up to and including 3×80 amps starting in 2029. With this proposal, they aim to distribute electricity grid costs more fairly while using the grid more efficiently. The reason lies in the substantial investments needed to future-proof the electricity grid and accommodate the growth in electricity use.
From fixed to flexible: pay according to use and moment
Under the new system, part of the grid costs will remain fixed, but a larger part will depend on both the amount of electricity used and when it is used. At busy times, when the grid is heavily loaded, a higher tariff will apply. In contrast, at quieter times, tariffs will be lower. This means that households and businesses will have more influence on their energy bills. By shifting electricity use to times when the grid is under less load, costs can be reduced. Smart appliances and automation are playing an increasingly important role in this.
Local storage is becoming increasingly important
The introduction of time-dependent grid tariffs provides an important incentive for local energy storage. Technologies such as home batteries and heat buffers make it possible to disconnect energy use from the moment of off-take from the grid. Through the use of time-dependent tariffs, these technologies are now also becoming more financially attractive. The greatest benefits arise when different technologies are combined. Consider a household with solar panels, a home battery and a heat pump with buffer. Combined with smart control, energy use can be automatically matched to grid tariffs and load on the grid. This increasingly shifts energy use into the background: systems regulate themselves when it is beneficial to charge, heat or store energy. This increases ease of use and makes flexibility more accessible to a wider group of users.

Energy Storage NL sees that the new grid tariff system offers a fundamental change for local storage. Local storage, such as home batteries and heat buffers, is becoming essential to take and deploy energy at the right time, thereby maximizing benefits through smart response to these time-dependent tariffs. With this, local storage is developing as an important factor to control energy costs and relieve the power grid locally.
The Consumer & Market Authority will assess the proposal, involving various parties through a consultation. A decision is expected before the end of 2026. The new system will then be phased in, with a goal of introduction by Jan. 1, 2029.
