Energy Storage NL presents five-point plan to cabinet
Energy Storage NL met yesterday with Minister Stientje van Veldhoven and State Secretary Jo-Annes de Bat of Economic Affairs and Climate. During the meeting, the crucial role of energy storage was central in strengthening the energy independence of the Netherlands. On this occasion, Energy Storage NL handed over the position paper ‘A more energy independent Netherlands through energy storage’ to both ministers.
In the position paper, Energy Storage NL emphasizes that energy storage is indispensable for an affordable, stable and independent energy system. By making energy available at the right time and place, storage can contribute to reducing grid congestion, increasing security of supply and thereby reducing dependence on foreign energy sources.
Five-point plan for acceleration
To accelerate the development of energy storage, Energy Storage NL presents a concrete five-point plan with the goal of achieving at least 15 GWh of storage capacity by the end of 2027. The main proposals are:
- integrating batteries into the design of new substations to be built, ensuring connection capacity and speeding up the permitting process
- temporarily offsetting the annual transmission rate increase to avoid uncertainty among financiers. Structural review of storage by ACM additionally remains necessary
- improving contract forms such as the TDTR and CSC especially in the area of ensuring sufficient connection capacity and more stable fees
- scaling up flextenders, developing a capacity mechanism and realizing CfDs in which storage can participate fully and is encouraged
- targeted support for the development of long-term storage technologies through the de-risking of investment risks
Exploring batteries in Utrecht
Specifically, the deployment of battery storage was also discussed in the FGU region and specifically in Utrecht, where grid congestion is now an acute barrier to new and heavier electricity connections. In doing so, ESNL indicated its intention to initiate an exploration with grid operators to create a fast and scalable solution in relieving the electricity grid through mobile storage systems. With successful results, scaling up and wider deployment of batteries in the region will be considered.
Energy Storage Administrative Consultation
Energy Storage NL has agreed with the ministers that the points raised will be included in the Integral Energy Storage Policy Agenda, which is expected from the Ministry of Economic Affairs around the summer. It was also agreed that the above proposals will be further elaborated in a separate Energy Storage Administrative Consultation, together with both ministers. This is also in the context of the publication of the Integral Energy Storage Policy Agenda.
