Drenthe Energy Initiative Puts Battery Storage in the Spotlight at Energy Café

On October 22, battery storage was the focus of the Energy Café hosted by the Drenthe Energy Approach (DEA). These meetings bring together professionals, policymakers, and other stakeholders a few times a year to discuss a current energy topic. This time, there was a great deal of interest. The room was filled with municipal and provincial policymakers, energy cooperatives, safety regions, members of the Provincial Council, and other interested parties from the province of Drenthe.

The program offered various perspectives on battery storage. The afternoon began with an explanation of the role of battery storage in the future energy system. This was followed by a discussion of the current regulations and safety frameworks for lithium-ion battery storage.

On behalf of Energy Storage NL, Susanna Stam gave a presentation on the market outlook for battery storage. Among other things, she discussed the findings of the recent Flexibility Needs Assessment (FNA), a study by the grid operators showing that the need for flexibility in the Dutch electricity system will increase significantly in the coming years. To meet this demand for flexibility, a substantial expansion of energy storage is necessary.

The discussion also addressed the main barriers to the further rollout of battery storage. In addition to investment uncertainty, land-use issues also play a significant role. This is precisely where municipalities and provinces can make a difference. By developing a clear vision of the role of battery storage, designating suitable locations, reserving space for these projects, and ensuring that permitting procedures are predictable and timely, governments can contribute to the necessary acceleration of energy storage.

To bring the theory to life, the session concluded with a real-world example from Drenthe. Emmett Green and others explained a completed battery project, providing insight into the steps required to actually get an energy storage project off the ground.

A Great Need for Knowledge and Practical Experience

For Energy Storage NL, the meeting confirmed that interest in battery storage at the local and regional levels is growing rapidly. Municipalities and provinces are seeing more and more storage initiatives and are increasingly recognizing the role that batteries can play in addressing grid congestion and supporting the energy transition.

At the same time, it became apparent that many government agencies are still in the process of building up their knowledge of the technical, safety, and spatial aspects of battery storage. The implementation of battery projects involves the convergence of various policy areas, while the market has already gained extensive practical experience in many of these areas.

For ESNL members, it is particularly encouraging that there is a clear willingness to make battery storage possible. While the market has built up a great deal of knowledge and experience in recent years, governments are working hard to catch up. The high level of interest during the Energy Café demonstrates that there is a need for guidance and practical examples. This presents opportunities to work together on policies that not only permit battery storage but also actively facilitate it.
