House of Representatives calls for tighter monitoring on energy storage

The House of Representatives today introduced a series of motions during the two-minute debate on grid congestion and energy infrastructure to help create a faster, smarter and future-proof energy system through energy storage. In this website post, we explained the important motions.

Monitoring and developments in energy storage

The motion by members Grinwis, Klos, Van den Berg, Müller and Jumulet asks the government to develop and implement an Energy Storage Monitor by the end of the year. Annual reports on the installed capacity of solar PV and onshore wind are already available, but comparable national monitoring of energy storage is still lacking. According to the submitters, this very information is essential to properly monitor the development of flexibility and security of supply.

It also called for attention to better deployment of temporary flexibility solutions in congested areas. The Flach motion called on the government, together with ACM, grid operators and market parties, to identify legal bottlenecks that currently limit the use of batteries, among other things. The goal is to allow housing projects, construction sites and charging plazas to proceed as much as possible even in areas with grid problems through temporary and grid-supported solutions.

Battery emergency power pilot projects at state locations

In addition, in a second motion, PRO's Van Oosterhout calls for pilot battery backup power projects at Kingdom locations. It calls on the government to allocate budget for multiple pilot sites before Budget Day, with the additional power to be deployed as a priority in regions hardest hit by grid congestion.

In addition, a motion was introduced by Van Oosterhout for the preparation of integrated local energy scans. The Van Oosterhout motion asks provinces, municipalities and grid operators to draw up energy pictures that include demand, supply, storage and buffers of all energy sources. According to the submitter, better local insight is necessary to coordinate supply and demand more intelligently and address congestion in a more targeted way.

Deployment of energy storage in grid-conscious new construction

MP Vermeer of the BBB has asked the cabinet to come up with a structural financing or incentive scheme for grid-aware new construction. This should ensure that the additional costs for storage, smart control and collective energy systems do not fall entirely on developers or residents. The motion emphasizes that these investments provide broader societal benefits, such as more efficient grid use, less grid reinforcement, and acceleration of residential construction.

With the series of motions, the Chamber underlines the growing importance of energy storage and flexibility within the Dutch energy system. Whereas in recent years the focus has mainly been on the generation of sustainable energy, the attention in the Chamber is shifting explicitly to storage, smart control and more efficient use of the existing electricity grid.
